Is HEPA vacuuming legally required for silica dust cleanup?

Seven jurisdictions have a confirmed, specific rule requiring HEPA-filtered vacuuming or wet methods for cleaning hazardous dust: British Columbia, Saskatchewan, Manitoba, Quebec, Nova Scotia, Newfoundland and Labrador, and the Northwest Territories and Nunavut. Everywhere else, the same outcome is required through exposure limits and control-program duties. One point is universal: dry sweeping or dry brushing of silica or other hazardous dust is never acceptable in any Canadian jurisdiction.

What is the difference between L, M, and H class vacuums?

Under CSA C22.2 No. 60335-2-69, dust extractors are rated Class L for low-hazard general dusts, Class M for medium-hazard dusts like wood, concrete, and cement, and Class H for high-hazard dusts including carcinogens with the lowest exposure limits. A Class L unit is not certified for M or H work, and using the wrong class on silica dust is a compliance failure even if the vacuum visibly picks the dust up. This course teaches Class M as the minimum for silica tasks.

Can I use a regular shop vacuum on combustible dust?

No, never. A standard vacuum can supply two of the five dust-explosion elements itself: an ignition source, from motor brush sparking or static in a plastic hose, and confinement inside the drum. Vacuums for combustible dust must carry Equipment Protection Level Dc certification under CSA C22.2 No. 62784, a separate rating on top of the filtration class. If you are unsure whether the dust is combustible or the unit is rated, stop and ask before proceeding.

Why can't I just blow dust off with compressed air?

Because it is banned by regulation. Federally, COHSR sections 10.21 and 10.22 prohibit using compressed air to blow dust from structures, machinery, or materials where an exposure limit would be exceeded, and to clean contaminated clothing for substances with limits below 1 mg/m3, which squarely covers silica. British Columbia and Quebec carry near-identical prohibitions. Blowing dust just makes it airborne and breathable; capturing it with a HEPA-filtered vacuum or wet methods is the required approach.

Who should take dust extractor vacuum safe-use training?

Anyone who grinds, cuts, drills, or cleans up around concrete, wood, or metal dust: construction labourers, concrete finishers, drywallers, renovation and maintenance crews. CAREX Canada estimates about 429,000 Canadian workers are exposed to silica dust on the job. The course focuses on the equipment side that hazard courses skip: matching filter class to the dust, electrical and explosion hazards, and the safe sequence for emptying and filter changeout, the point of highest re-exposure risk.
