What this course is (and is not)
It is awareness-level training: the shared knowledge every trades worker, maintenance worker, supervisor and property manager needs to recognize suspect asbestos-containing material and stop before disturbing it. It covers the concepts in Manitoba WSH Regulation, Part 37 (sections 37.1 to 37.23) in plain language, with quizzes and a final assessment.
It is not an abatement worker certificate, an asbestos removal licence, or a substitute for the risk assessment and work procedures that removal work requires. Manitoba regulates abatement separately, and this course does not qualify anyone to remove, repair or disturb asbestos-containing material. What Manitoba Requires for Asbestos
Workplace Safety and Health Regulation (Manitoba Regulation 217/2006), Part 37, Asbestos, sections 37.1 to 37.23, as amended by Manitoba Regulation 108/2025, in plain language.
In Manitoba, asbestos is governed by Part 37, Asbestos, of the Workplace Safety and Health Regulation (Manitoba Regulation 217/2006), sections 37.1 to 37.23. Manitoba Regulation 108/2025, registered in December 2025, rewrote the Part. Most of it is in force now; the worker certification and business registration sections take effect on June 1, 2027, and the consolidated text marks the related clauses as not yet in force.
Inventory, records and signage (sections 37.3 to 37.5). The employer and the owner must ensure an inventory of all asbestos-containing material in the workplace is prepared by a person with the prescribed qualifications, kept current whenever material is added or removed, and that the condition of the material is inspected by a competent person at least annually. Records must be kept and all asbestos-containing material identified by signs, labels or other effective means.
Asbestos control plan and general obligations (sections 37.6 and 37.7). An asbestos control plan must be developed and implemented to prevent material from becoming airborne and to protect workers if it does. Each process must be carried out to prevent material becoming airborne as far as possible.
Abatement, renovation and demolition (sections 37.8 and 37.9). Asbestos work must be done in a manner that creates no risk and by a person competent in asbestos work; the clause requiring a certificate is not yet in force. Before an alteration or renovation, measures must prevent release from material in the area; before demolition, material that could release asbestos must be removed safely.
Certification and registration (sections 37.10 to 37.22, effective June 1, 2027). WCB Manitoba is authorized to approve training providers and programs. An asbestos certificate will be issued only to a person who completes an approved program and passes the certification examination, successfully challenges the examination, or completes an approved equivalent, with refresher training as directed. Employers and service providers doing abatement or inventory work will have to register annually. This awareness course is not the certificate.
Prohibitions (section 37.23). Friable material may not be applied, asbestos may not be sprayed, crocidolite may not be brought in, and pressure spraying, compressed air, dry sweeping and dry mopping may not be used on asbestos-containing material.

Is asbestos awareness training mandatory in Manitoba?
Part 37 of the Workplace Safety and Health Regulation requires an asbestos inventory, signage and an asbestos control plan (sections 37.3 to 37.6), and requires asbestos work to be done by a person competent in it (section 37.8). The Regulation does not name a specific awareness course for the trades and maintenance workers who might disturb material. Employers meet that expectation by pairing awareness training with the inventory and control plan. This course supplies the awareness half.
Will this course count as the Manitoba asbestos certificate in 2027?
No. From June 1, 2027, sections 37.10 to 37.14 require a person doing asbestos abatement or inventory work to hold an asbestos certificate issued by WCB Manitoba after completing a WCB-approved training program and passing the certification examination, or challenging it. This is an awareness-level course from a provider that is not part of that scheme. It does not qualify anyone to remove, repair or disturb asbestos-containing material.
What changed in Manitoba's asbestos rules in 2025?
Manitoba Regulation 108/2025 rewrote Part 37. Inventory, records, signage, the asbestos control plan, general obligations, renovation and demolition duties and the prohibitions apply now. The worker certificate, approved training providers and annual registration of asbestos businesses come into force on June 1, 2027, and the consolidated Regulation marks those clauses as not yet in force until then.
Does my building need an asbestos inventory in Manitoba?
